Devourer is too strong in Solo play and too weak in Professional play

It's too weak in Professional play due to the stacking mechanic.

It's too strong in Solo play for exactly the same reason.

So how about we hit it where it matters?

Change the build to your jungler item of choice, plus item 1043 AND item 3086. Instead of making it about the same price as the rest of the Jungle stuff, we push back its power spike by simply making the damn thing more expensive. The stacking mechanic is removed completely and its given some amount of OnHit damage that seems reasonable.

Phantom Hit no longer procs every other attack. Instead, it procs on Critical Strikes, which means the user is going to have to pick up at least item 3046 to get the item back up to proccing every other attack (or there about). This would make it more or less an exclusive to folks who might actually be interested in building Crit and making it less ridiculous on certain other champions (looking at you, Kayle).

My problem with Devourer is: First we had Cinderhulk tanks who relied on their base damage and everyone cried how strong they were and now we have Sated Devourer tanks who outscale everyone on the map in terms of damage after BotK. Its pretty disgusting seeing a 4k HP 200 resistances Shyvana, Xin, Warwick jump on you and delete you in 2seconds no matter if you are squishy or tank.

Technically bruisers with that build, but I get where you're coming from.

Making Phantom Hit proc off Crits would solve this issue nicely. Tanks should be building Cinder.

I'd kind of agree with this, but I think I'd like to see it as item 1043 + item 1053, make the bonus damage physical and give the jungler a little more sustain. Basically make it a poor man's BORK without the snare active.

That basically takes away what Devourer is. Yeah, it can be a little strong, but they aren't going to change the stacking mechanism. It's made for junglers that farm heavy and like attack speed, so they aren't going to change it that it only become useful after you get another item to make it any at all effective.

Why not have it use the same unique passive Blade does so it can't stack, but it does like 4% of their hp and on critical strikes it'll proc on-hits twice.

That way you can't make it broken with Blade because they won't stack, and it'll require you to get something like PD or Ghostblade or w.e
