Lucian in the marksman update

Hi just was thinking randomly about stuff and i was wondering. Why is lucian in such a weak state? And is the upcoming marksman update going help him in anyway. Honestly he was my favorite champ for the longest. Still is really but i look at win rates. I look at high level player streams and they usually say the same that i've noticed that is his late game is ultra weak. Even though he is suppose to be a lane bully he is underwhelming compared to others and is just referred to as a weaker Graves. So i'm just a old fan wondering can I expect anything in the way of a buff or change or something to at least make him relevant. For ADC with such a cool mechanic and play to have a basically the lowest win rate for an adc other than Urgot it seems so sad to me.
