Riot, some of your passives should be looked at

Heimer: Makes zero sense, since it only gives his turrets more health, that are destroyed in 1 hit late game anyway. Quinn : She deserves to have a Passive, when she switches to Valor. Sydra: It kinda gives her tiny buffs at 4 random levels, however, some buffs are kinda unnoticeable (Extra 0.5 second slow Really ?) Zilean : His passive is now just sad. Zyra : Ok she needs buffs in general, but her passive is underwhelming, compared to Kog , who does the same thing, but at least can move around and his does more damage.

These passives are some that I find need changes, or maybe even a full blown rework.
