Why Evelynn feels less assassin-ish to people.

It is because of the order in which they rank their skills.

It is because they prioritize Allure over Whiplash.

Assassins are about dealing upfront damage. If Hate Spike is Evelynn's poke, then Whiplash is her All-in. Allure is her placate.

You want to dish out the most damage possible as quickly as possible, and Ranking Hate Spike and Whiplash achieve this.

Ranking Allure first isn't the assassin's path, it is the path of the Mage in her. We must understand, procs to Charm only reduce their Resistance by a % of their total magic resistance. If your goal is to blow up squishies who don't generally stack tons of MR, you essentially are dealing damage as though you had Void Staffitem 3135 instead of Eyes of Painitem 3151 which loses efficiency against Low MR targets.

You get more damage out of ranking Whiplash than you do ranking Allure beyond Rank 1.

All you need is enough time to deal the damage necessary to defeat the enemy, which is less than 1 Second if you rank Whiplash to 5 first, turning her into a true assassin.

Don't you need to rank Allure to clear the jungle, though? I admit, I have not tried jungling as Eve without maxing W yet, but W is pretty damn good at killing large monsters.

The long ranged threat from an Eve Gank is usually enough to make midlane play safe for the entire laning phase, even if I never gank.

Eve is a right before late game assassin that doesn't really feel effective until late game. There is a huge expense to get, what I'd consider, the three core items she needs to deal the most damage.

With that, and using her short no W-Charm combo, you could theoretically Q-T-E-R a kill if you're ahead of everybody else.

Trying to do Assassin Eve while behind is very much famine playstyle.

The most effective way of playing Eve, in my opinion, is like a battle mage. A fed ADC's burst easily trumps a slacking Eve assassin, so there is no point in trying to assassinate an ADC if they're good at pressing shift.

Ultimately, the decision to pick Eve is because the enemy banned Kayn, otherwise pick Kayn. item 3031 item 3147 item 3087 is all you really need on Kayn to successfully assassinate.

I feel like evelynn is less of an assassin mainly because she lacks means to get into a fight, sure she has her stealth but not a talon E/Q or a khazix E or a shaco Q or a rengar R. due to the ult teleporting her backwards she is kind of restricted to using it as an escape and not an engage, as it will make her lack damage.
