question, was ekko patch notes a typo?

In the patch notes, in the 'tl/dr' blurb at the beginning of each champion to summarize the changes, it says "ekko's passive now slows less, but speeds him up more" however according to the numbers, his passive still only scales up to 80%, just happens a little bit faster. Was this simply an oversight, or is the update misinformation? He doesn't get any faster, just gets up to speed faster?
