Is it extremely noob to always start a slow push against me?

If I'm splitting a lane or something just happened, I'll usually try to start a slow push against me. That way, when I come back to lane I have many minions to kill.

Is this really noob? I've been getting hella cs since doing it.

It depends. A lot of times you want to set up a slow push going the OTHER way. The purpose being to force an enemy to go farm it (or else the wave will take a tower on its own) and you take the 5v4 fight when it happens.

If you're doing it the other way, you're counting on the enemy not being able to start a fight when you go to farm it. It may work in low elo, if the enemy doesn't realize it and doesn't react appropriately. Higher up, it should really backfire though.

I should have started by saying I'm level 28 lol. If I can play ADC, I can typically start a bot slow push against me, and then enemy top laner will start one against us. So then I can get HUGE farm, push my wave til I know it's going to make it to their tower and re-start the slow push against me, back, and then go do the same thing top lol.

I also typically only do this if my team is feeding and the enemy assassin makes it impossible for me to go within 10000 feet of them. Then I can team fight and beat them just by having a huge farm lead over their ADC.
