If I understand correctly we receive an unlocked chest with a chance of a champ or skin shard every level.
There is a "bad luck prevention" system that guarantees a skin shard if you get so many champion shards in a row.
Each champ shard has had its BE reduced when converted.
Each shard gives roughly 20% needed BE to unlock another champion shard.
There is no way to gain BE other then leveling up or spending RP.
There is no definite level cap. Each level can take an unknown amount of games to advance.
So if we are lucky there is no level cap and leveling takes 10 games at level 30. Which means if you get 5 high value champion shards in a row without triggering the "bad luck" system, it can take up to 50 games to get a champion. And this is the good version.
The bad version, 50 games to advance at level 30, and there is a level cap at level 100. Which would mean a lot more games to unlock 1 champion . And a limited amount of chest that someone can obtain. When at max level the only way to obtain a champion is to spend $$$.
Am I understanding this correctly?

Edit: i rewatched the video and Riot does mention they will "tune" leveling to be about the same as IP gain. So if that holds true and there is no level cap / Level plateau my argument would be totally false.
