Since I know a lot of people are going to say he is broken and unbalanced, let me explain how to beat him.
Don't let him stack his passive, he cant use his ultimate if he has no stacks, and the more stacks = more damage.
That means you need to dodge his W (Eye of the Empire) and E(Claw Ability) Both are very predictable.
Without those he is weak, almost sadly so.

"If you dodge both his skillshots, he can't kill you". That applies to just about any mage. Lol.
dodge his e, stay out of range of his q, watch for his w while farming or running away. I don't feel hes overpowered actually.
Vel'Koz is easy to counter, dodge his Q and E and he'll never stack his Passive fully and you deny him Research.
Zoe is easy to counter, never get hit by her E and you'll easily dodge Q.
Every Mage feels balanced and easy to counter If you can dodge all of their abilities. People usually don't like advices like these. And that is ignoring that everything you said gets really harder to do for melee champions. Not everyone plays ranged champion.
Ok, so, here's how to counter Swain. Walk away.

Dodge a skill shot? Isn't that normal
At first glance seems like fiora would be a good pick into top lane Swain. Can easily W his E and can rush exec and get vitals to run him down since he can't easily peel you or get away.
That's not how I did it. I just killed him in lane mutiple times as wukong and we also caught him trying to cheese a buff so we killed him. O then killed him lane a bunch of times although I was struggling early but I didn't die until later.
"skillshots" there is no skill in any of his abilities besides his w. If i am playing a melee champ then there is no way i can dodge his root. His q is an instant hit and is impossible to miss. Seems pretty op. The fact that his root is on such a low cooldown makes it so that he can use it constantly. Now what am i supposed to do?

Was hoping for something a bit more insightful than dodge skillshots.
He is not just weak. He is badly designed. They killed a good champion and replaced him with this pretty boy who has bad mechanics and bears little if any resemblance to the old champion.
