Where is the promised text to speech ingame feature?

From a post I read in 2011 I heard that text to speech should become a feature in league of legends and are currently in beta on the pbe but only on the ARAM map. When will this finally come out on the live servers? cant wait to tell the enemies gg ez after the games.
