Just so you know, I'm not asking for buffs or whatever, I just want to know...
With such a low win rate, why are people still playing him so much? You'd think with such a comparatively low win rate, he'd have an equally low play rate, right? I don't get it...
Is it really ADC 2K17 or something else?
he is very fun to play but i agree he does need buffs.
"but muh safe pick" and how most people who pick ezreal for "safe pick" don't know how to win the lane
most of the time i see one they exist, farm, do nothing in particular, and wonder why they lost
because hes easy, and safe.
people pick him when they want to play adc despite not being able to kite and just dont want to be able to die. all they have to do is stand back, spam q and flash out with their e when they feel threatened. its not very effective, but its why hes so commonly played.
his low win rate is partly due to the meta of early game damage/bullies in lane
he has to scale... people wanna build triforce or iceborn on him and then build tear
he has lil to no damage or fighting power in lane due to this so he dont really have any power spikes til he has completed 
while other adcs just out damage him early 
I'm going to go out on a limb and hazard a guess: people might enjoy his kit and play style, leading to them--

I think Ezreal has a simple play with easy mechanics that people generally enjoy for its simplicity. I doubt very much it's anything to do with scoring them sweet winz every time.
I don't think that Ezreal is the safest adc. That title belongs to Twitch. He can just stealth whenever he's in trouble and he usually makes it out just fine. Caitlyn is pretty safe too with her long range auto attacks and traps placed at popular ganking routes.
