Ivern's ult is pretty weird, she probably got creep blocked and the dashed towards the annie, at the nearest destination not occupied. I could see this being a thing so as to ironically make her less buggy.

It would be funny to see people use this mechanic by creep blocking themselves on purpose so that they can just suddenly dash anywhere in the map (even if it would take a long time).

This is not the spaghetti code, it's a desynch. You guys must understand that to make everyone feels good in the game, we move instantly on our screen. However in reality, the commands takes 1 ping to reach the server and 1 ping to reach the other players. We evolve in slightly different parallel universe. Most of the time nobody notice and the same happen on both screen.

But in this case annie interfere with the path of a minion . On ivern view, the minion aggro him and stop moving forward, which open the path to daisy. We can see that because during the resynch, that same minion shoot 1 random range attack to ivern before continuing like nothing happened. It's likely that annie shuffled the minions in the wave before as well which aggravated the situation.

On ivern screen daisy was unhindered and walked her way normaly (it's not like it had a reason to block in those minions). When the game realized there was a desynch there, it reseted the position of daisy in favor of its owner.

It's unfortunate for annie that she turned around just at that second.

It's a very complex problem with no evident solution.

So when you independently control Daisy, she can use your summoner spells (at least flash)?

It's not a new bug, that being said. If a unit gets stuck inside a wave of minions and the AI is unable to free itself from it, it will automatically teleport them to the location they would've been at by now if the road block was not there.
