Still trying to wrap my head around the last couple of Celerity changes.

> Patch 8.12 > Bonus movement speed reduced to 1.5% from 3%. > Bonus movement speed convertion into AP increased to 16% from 8%. > Bonus movement speed convertion into AD increased to 9.6% from 4.8%. > > Patch 8.16 > Bonus movement speed convertion into AP reduced to 10% from 16%. > Bonus movement speed convertion into AD reduced to 6% from 9.6%.

The % MS from Celerity was HALVED in 8.12 as compensation for the MS-to-AD/AP ratios to be DOUBLED. If the buff to the ratio was cut by 75%, why were the nerfs to the % MS not cut by 75%? Celerity should be granting +2.625% MS right now and not 1.5%.

They accidentally gave a good rune to Sorcery and simply corrected that mistake.

Honestly celerity was the only rune that make phase rush 'strong' or quite decent on battle mage. Even tho the ad part was overloaded, I never seen a real ap ruin it (The best case I can found sound to be cassio, janna and katarina but that wasn't that strong). Taliyah was the only one ap that overabused celerity just because of the sinergy with her base ms,waterwalking and her passive but she just need some real nerf to her jungler role (Q deal less dmg to moster that scale with lv) instead of all the random thing they nerfed to her kit that hit her mid lane. AD champs instead seem not to be hit that hard (mostly because all the adc just took celerity so it sound like a nerf to all, heca got a compensation buff). I just wanted celerity as a scaling rune since trascendence and absolute focus all scale with time or level while celerity scale with ms but you will hit your powespike too fast rather than the other two option (item 1001 upgrade is basically the half of it's power). What if the %ad and ap scale with the game? It start with 8% ap and 4,8% ad lv 1 reaching the 16% ap and 9,6% ad at lv 18. This way the damage will be obviusly early/mid game lower but the reward will be higher.

That wasn't a compensation buff to Hecarim - Riot was buffing him either way because he's been a borderline viable niche pick after the Talisman changes + Predator, Celerity and Water Walking. Riot simply didn't think. A compensation buff would have been slightly increasing the MS-to-AD ratio in his Passive.

They intended to reduce movespeed & raise damage because they felt it was more interesting as a rune you take when you want to opt into movespeed (items like item 3905 item 3907 item 3301 item 3100 for example) that game, not as something that just makes champions significantly faster on its own.

Then they straight nerfed it; this isn't intended to be power-neutral like the previous change. I don't necessarily agree with that, just extrapolating their reasoning. Although I would say that you shouldn't get caught up in neat little numbers like that when it comes to balance issues.

The issue is that they make lots of little nerfs that stack up over time. Take Taliyah for example. Riot took 10% MS off her passive early. Then Riot made the 8.12 celerity change. Then they made the 8.16 Celerity Change. Then, in the same patch, they took 5 flat MS off her.

Give it time and Riot will rework Celerity/Waterwalking/Relentless Hunter entirely and forget how much they gutted her MS.
