A question about the Fervor mastery

If the Fervor mastery was magic damage instead of physical damage, would it be weaker, stronger, or same? Heck, would it be used as much as it is used today (which isn't that much) for ADCs?

Without building into it (AKA: Getting magic pen) it'd probably fall off pretty hard late game, since Mercury Treads alone would practically half it :P

You build armor pen naturally as adc. Only buff would be teemo and Kayle if it did magic dmg. That was the problem with wriggles back a few seasons ago.
