So why isnt pantheon a good jungler Anymore?

He is still very good. However, he just isn't the best, which means he isn't going to see any #LCSBigPlays and the forums aren't going to talk (read: complain) about him. If J4 and Vi are tier 1, then Panth is tier 2 or 3. You might want to just play him in lane though - his lane is still absolutely cheesy bullshit.

If J4 and Lee and Vi are banned he is probably one of the best junglers. His point click gap closer stun to E+Q combo is ridiculous when used in tangent with laners damage and CC.

His passive alone gives him a lot of sustain in the jungle...without technically having any sustain. He's really good against squishy comps, of course. I assume that once the Dragon change screwed up his level 3 drag attempts, people thought 'to hell with him' and used other champs.
