Singed is still bad if the boards are to be believed. He's bad because we know he's bad and therefore he's bad.

Better nerf Lee Sin again just to be safe.

Boards will say he is bad because no one plays him.

Apparently popularity is directed correlated with champ strength according to this board.

As long as Singed is not popular, I am close to certain Riot won't nerf him. Riot rather keep unpopular champs broken than to nerf them.

Though, with the skin coming up, nerf may come along.

Better nerf Ahri to be safe.

Singed isn't quite as good as he appears since he gets a lot of free wins from morons who chase him around instead of ignoring him. He's still good when his opponent is good but he's absolutely broken when his opponent is a moron that chases him around when he's proxying.
