Simply because Warlord's Bloodlust is being abused so heavily by champions with innate critical hit modifiers. The fact that critical strike chance is so easily obtainable via items further exacerbates this problem.

When they change Warlord's Bloodlust to affect champions only I bet this will be the next thing whined about. This Keystone mastery scales and is relevant all game to any champion that isn't an ability-centric mage.
