Thoughts on a less true-damagey Garen passive

Ok, I think some aspects of Garen's passive change are rubbing me the wrong way:

  • True damage type conversion
  • Gimmicky and persistent villain hot-potato mark.
  • Supremely awkward "ks me pls" mechanics throwing a wrench into the usual gameplay pattern; new counterplay options are an aesthetic disaster.

I propose a different Villain system.

  • Any enemy champion who kills an ally near Garen is temporarily marked as a Villain.
  • Garen gains a full cooldown reset and a tenacity buff for the duration of the mark (refreshes rather than stacks for additional acts of villainy). (This is assuming that the removal of Tenacity as an active skill proceeds as planned. I do not propose having both; I propose either-or on that count.) (Maybe the QWER cooldown reset aspect of the passive should have a 1-minute cooldown?)
  • Garen moves slightly faster when moving toward a Villain.
  • EDIT: To avoid double-casting shenanigans, R scales with current health when used on a non-villain, and it scales with missing health for villains. This makes it much harder to double up on ults for TONS OF DAMAGE.

So it's more like, "I'd better have a plan for not getting Garened for five seconds after this juicy kill I want so bad" than "I'd better make sure that Thresh KSes me all game and/or Garen is too underfed to matter anyway". It's also a lot simpler to keep track of, but simplicity can easily make for nuanced and high-skillcap decision making on both sides with tons of counterplay.

Thoughts/tweaks/etc?

(Side note: In a totally different thread, I read somewhere that Q should be changed to a "cripple" debuff that only interacts with mobility skills, so that the duration can go unnerfed. That could be cool too. Since these things are supposed to be interactive, I wanted to have that in mind as well.)
