So many weird things I can come up with for this...

How about Shaco

Passive: Now they see you, now they don't: At the start of the game, Shaco can select one opponent and replace the champion they are using with Shaco.

Now every Shaco game is a mirror match.

That is horrible but almost fair. The only problem is if you last-pick him and then they're missing ADC. Needs a little tweak of some sort, like it only works on champions who take Smite, and the game won't start until someone takes Smite.
