Is it based on stats (e.g winrates, playrates and stuff) or based on direct gameplay experience (e.g streamers, replays and play testing)?

You can use direct gameplay experience or testing to describe winrate or playrate developement and then find solutions.
Without statistics there is no way to make a reliable objective assessment.
