Cunning is not the utility tree if that's what you're thinking

It kind of is...

No, it would be called Utility then. It's called Cunning for a reason, the only real utility things in the tree are, Secret Stash, Bandit, and Windspeaker's Blessing, the rest are mostly offensive effects. Likewise, Resolve isn't called utility either for a similar reason. Tenacity is defensive stat, so it makes perfect sense that it would be in the Resolve tree (which is thematically mostly about durability).

Utility is more about team utility than personal non-combat bonuses. It's always been a thing for tanks to be able to shrug off cc and apply their own.

So about stormraiders? How is that in the utility tree then?

why is thunderlord not in the damage tree? why is lethality/magic pen in the utility tree?

at least tenacity is thematically still a form of resilience and makes sense in resolve (the defensive tree). how do you explain thunderlord, precision, merciless and greenfathers gift?

hmm it dont matter

and the ability to not be 100% effected by slows and cc would be a defensive tactic
