Galio Nerfs? Again?

Galio's ulti cooldown is being increased Patch 8.8

Why?

He was bumped down a tier in LCS play as of the last wave of nerfs and he already has one of the lowest winrates in the game across all tiers. Now his ult cooldown has been increased, even though it was already one of the highest ult cooldowns in the game. And Riot's reasoning? "It's available too often." I'd understand this if Galio was a strong champion, but he wasn't even a top pick in LCS since his last nerfs, let alone solo que. So why does he need more nerfs?
