What Riot did Right about Kalista
Ok, I'm not denying that Kalista can be frustrating to play against, and she certainly was too strong on release. In her current state, with no huge boost on backward dashes, and low AA damage, let's look at her now.
Let's compare her to other ADCs. Her damage is the lowest of all normal ADCs, hell even ADC thresh outdamages the hell out of her (one-shot whips way too stronk). She trades her damage for being a kite bot. And even then, she's not that safe. If a

jumps on top of her, she cannot peel them off of her on her own (yes release kalista with max boots could jump backwards like 8 million units a hop, but ignore that). To sum this up, she is the WORST adc solo. They did this on purpose. If she was equipped to be a soloist, like
etc. she's be oppressive as all hell. She'd roam around, and kite people to hell without anyone doing anything. But she can't do that alone. Alone, she is nothing.
What Riot did was tie a whole ton of her capability into her support directly. If she's alone, she cannot peel, as she has no ult, and doesn't have her W passive, which is a notable amount of her damage. That way, she cannot be a kite bot going alone. Her doing anything relies on having 2 people in a spot. and roaming around solo is way few team resources spent than going duoed everywhere. She needs a support to get closer to any other ADC's damage, though most ADCs will outdamage kalista AND her support on their own.
