Is Rek'Sai intended to not mark targets with shields?

For those unaware, whenever Rek'Sai hits an opponent but does not break through whatever shield they have, they are NOT marked for ulting. This makes it extremely difficult for her to mark targets with the completed Relic Shield quest, or those with passive shields like Rakan or Malphite.

Riot, can you please tell us if this is intended behavior or a bug, and fix it if it's the latter?

Edit: For everyone reminding me about Shields working on Recall and stuff like that, I'm hoping to foster discussion on whether this should work this way, for the purposes of Rek'Sai's gameplay

I think it is, for the same reason that shielded units can recall while taking damage.

I mean, if they are shielded, wouldn't they be at full health so an ult wouldn't kill anyway?

More seriously, a similar bug happened with a recent champ, I forget who. It was fixed, so I have high hopes for Rek.

You're not actualling damaging the person, just their shield amount. This is working as intended, since Rek'Sai requires physical damage to the champion, and not just hitting them with an ability or attack.

To prevent rek'sai from ulting an enemy into their base, since damage to shield doesn't stop a recall.

Yes, you must damage your target, not just hit it. A shield absorbs damage so if you don't break it you don't damage your target.

Every iteration of reksai just seems clunky to play, it feels wrong with his new rework and it felt wrong pre rework as well, i dont get why they decided to keep the clunky feel it just makes me disgusted and not want to play him.

Well shields are considered damage mitigation so I guess I can see why it doesn't mark them
