Why does Twitch have stealth for 14 seconds?

I honestly don't really have a problem with him usually, he's annoying late game when he melts whole teams, but honestly why did Riot give him stealth such a long duration? Like 14 seconds is long as shit and I'm just wondering why and how it's justified

you could finish the game, go make a sandwich, stop playing league for a month, come back and youll still be stealthed
