QOL Rageblade

Rageblade is interesting in that when enraged every 3rd auto attack will apply effects twice. But in the heat of combat this is too difficult to pay attention too this counter... especially with fast attacking champions or other mechanics like Yi or Udyr.

Could rageblades mechanic instead apply on-hit effects at say 130% effectiveness (I believe the code is there... it's used on Urgot who does 50% on-hit).
