Didn't Riot want to move away from AD Kennen last season?

Kennen [Changelist] Electrical Surge (W): Damage (every 5th hit) changed from [15/20/25/30/35(+60% bonus AD)(+30%AP)] to [10/20/30/40/50 (+60/70/80/90/100% bonus AD)(+30% AP)]

Lightning Rush (E): [New Effect] If Lightning Rush damages an enemy champion, Kennen gains 30/40/50/60/70% attack speed for 4 seconds upon exiting Lightning Rush. [Changed Effect] Lightning Rush's defensive bonuses are lost whenever Kennen returns to his normal form.

If so then what are these changes here?

I think they're trying to move away from AD kennen and towards on-hit hybrid kennen

I think they said they want AD Kennen to remain viable as a niche botlane pick, but not completely outclass his AP half.

Doubt that the upcoming changes will allow for that to be done well, though.
