Hecarim top would become a pick or ban champion, and Riot could then nerf him in specific ways. I think that's better than keeping an array of characters useless.
Their was more to the problem than just the number of edge cases. (Even though I would enjoy making people rage over a TP Homeguard gank)
In addition to the TP ganks, people were not getting punished enough for a terrible back timing, due to their ability to return to lane quickly. Particularly potent on top laners, because they would never have to use their TP to catch wave, but also effective on midlaners who take TP. (in fact, I would imagine that enchantment forcing the meta)
Secondly. Homeguard was drowning out the other enchantments, Homeguards, well before the other enchantments, due to the fact it was so mandatory, that Riot would rather make Homeguards a system wide mechanic, and allow the other enchantments a chance. of coarse in the end, the Distortion enchantment just took it's place, on the grounds that it was meta forcing. (Anyone who doubled down of movement based summoners benefited greatly)
Lastly, balancing champions around those edge cases is likely going to hurt both the itemization and the champion. (Think about this when you say it will help Rammus, Quin, whoever) Simply because if they are that synergistic, they will essentially be force to that particular build, and the item they synergize with, would be balance around that synergy, lossing it's appeal to the general player base. This was the case with Pre Rework Vlad, and his synergy with Spell vamp. You couldn't build vlad without spellvamp, and spell vamp was bogus on anyone else.
