So why is Lulu so slow?

Honestly, her base movement speed is abysmal. Trying to catch up to an ally to use any of your spells on them is a pain, unless you waste your hard CC to do so.

So what justifies her being so slow? I know she can be an oppressive lane bully, especially in the top lane, but it's a pain trying to use your spells in a supportive way because your teammates are just straight up faster than you at base.
