Jungle Change Ideas.
Most people are aware that jungle is lackluster, or underwelming, or restrictive. An idea struck me a couple of weeks ago. What if when you upgrade the smite to have an enchant like devourer, or whatever. it gives the passives of the old jungle items. They go as follows Juggernaut: Gives Tenacity, 500 HP and Sapping Barbs Passive Magus, and Warrior Same as spirit stone. Devourer. Same as wriggles lantern, also should give mana back, for junglers like shaco, Noc, Yi, and even Udyr. But this passive will only give the sustain part of the jungle item. Don't want true damage AOE again now do we? (even though that what would bring hec back) Also maybe have a stacking passive for XP Like conservation. That way farm junglers are not god, and If you don't get a kill or tax a lane heavily you won't be level 7 when everyone else is 12.
Granted this alone will not be enough, The top tier will NEED to be nerfed. Id suggest Removing damage on Jarvan Q and Removing the Attackspeed on jarvan E, the splash on VI E (honestly She too has fallen but this would send her over the top.), and Finally damage on lee E and reduce the scaling on Q and R for him. (srsly, 200% scaling on his ult. and 160 on his Q. Name someone else with a high utility ult and gapcloser/execute with that much scaling)
TLDR give all the enchantments better and somewhat specialized sustain. And actually Nerf the top tier and buff struggling junglers. Smite gimmicks do not solve every problem.
