Can Gangplank get his half mana refund back on his Q?

I mean Annie is so much stronger in her respective lane and gets a full refund back.

They aren't removing mana regen from the game. [zombie-brand-facepalm]

They are making it so mages and supports will be easier to make items for through separating regen and mana pool casters by tweaking the champs mp5 values and the item stats. They are hoping that through this change the items won't need to be nerfed to infinity and beyond due to the other class abusing them.

Gangplank doesn't even purchase mana regen items anyways.

He typically gets Trinity Force (and possibly Essence Reaver, depending on the player).

  3. Giving Annie the mana refund on Q it serves the dual purpose of allowing her to cycle her passive in lane, and forcing her to. She has otherwise high mana costs and a slow auto attack to compensate, meaning her main reliable way of farming forces her to cycle in and out of her "window of power" as Rito puts it. Gangplank on the other hand doesn't cycle/burn his passive by using Q, and actually gets free gold for doing so.
