Raptor Cloak/Ohmwrecker weirdness and other PreS5 tooltip issues

The patch notes here state that the Point Runner passive on Raptor Cloak/Ohmwrecker applies "when near any turret, living or dead." The tooltip doesn't specify dead turrets, and - sure enough - the speed bonus is not present near turret ruins.

The issue here is consistency; while it's okay with me that Point Runner stops working with dead turrets (it causes Ohmwrecker to lose a TON of value lategame, but oh well), I've been noticing a LOT of places where it seems there's been miscommunication in the game design team.

  • Game start tooltips as jungler: "smite bonus" tooltip states that the bonus appears when you kill the minion. This is false - the bonus is applied the moment you smite - and it's literally the difference between a successful clear and an embarrassing death at times.
  • Ranger's Trailblazer tooltip: It says that it reduces the cooldown of Smite by 15 seconds, which suggests a flat reduction (ie. it implies that you could take the summoner cooldown masteries and still have the flat reduction). This is misleading, and while it's only a 2-second difference, it sucks for people who are trying different optimal builds. Can it be changed to a 25% reduction?
  • Regen stats don't reliably tell you how much you're actually getting. Sometimes it says, for example, "increases base mana regen by 100% (15 per 5)", but sometimes it leaves out the 15 per 5. I haven't found a pattern yet. These are just from one theorycraft custom as Hecarim, I didn't look too closely.

I'll be going back ingame to find more weirdness, but considering how enormous some of the changes are - ie. it's new to literally EVERYONE - it doesn't seem right that the only way to figure out what's going on is so unreliable.

That wrecks ohmwrecker. I literally added it as an optional item (or an item to try) in my hecarim item set figuring the MS bonus would be huge on him if I could force fights near dead turrets without the enemy realizing I was getting a boost from a dead turret.

You're entirely right on here, they need to have consistency.

Raptor Cloak seems to give you something like +20AD near turrets on average, which is nothing to shake a stick at considering the item's already gold-efficient without it, but it's nothing groundbreaking either. It's only 1k gold, it's worth taking on Hec as an early item even if you're going to sell it later I think.

But yeah, it's weird that it's so inconsistent. The patch notes stated it firmly enough that I was honestly surprised when I found it didn't work.

They're probably just left over bugs from last moment changes. With Smite, for example, you only got the bonus AFTER they died. But they later changed it to happen as soon as you did it.
