Here is hoping to mastery and rune changes in 5.1

There was a red post confirming this is not happening for season 5. You can probably find it if you try.

Yeah, Changing runes and masteries was, according to Riot, never intended to become an annual event. They only did so because they could only not interrupt seasons once a year. Now that they are finally happy with were the masteries are at, they won't change them outside of tweaks and number changes, at least for a while. Runes will probably get a more complete overhaul eventually, but that is its own thing all together.
