unique balance idea

The other day I was playing vs a nasus and im sure a lot of us have experienced the game in which you are bullying nasus so hard he seems rather pathetic so he is shoved under tower and he just sits under and farms forever. the jungler wont help you dive and kill them so it really just turns into both of you farming... what ends up happening is you slightly "stall" his stacks but you cant really ever shut him down and it got me to thinking.
What if the infinite scaling champs (nasus,sion,veigar- I don't really count bard or thresh) built up stacks just as they do currently and the ap veigar earned the health sion earned and the damage on q nasus earned were usable upon killing a unit exactly as they do now BUT they HAD to do something to cash in the stacks to make it permanent or else if you they died before cashing in they lost them.
nasus must kill a champion to cash in his stacks for permanent
sions stacks of health lock in after 5 minutes of survival
veigar must kill a champ to cash in his ap
this does two things which I think is good for BOTH the player of the infinite stacking character AND the enemy............................................................................................................................................................................................................
1- you can SHUT THEM DOWN not just stall
2- with a lot greater risk for the person attaining stacks riot would have to give a pretty hefty compensation to balance the risk vs the reward- imagine what kind of buffs these champs could receive In compensation for adding a high risk like this onto them.
