Riot has said multiple times that Poppy would be released before the end of the year. Let's hope they stick to their word.

They keep telling us it's coming super soon. I wouldn't be surprised if it appears after Illaoi has been released.

Noone knows for sure what this is, but it was on the PBE a few weeks ago after Illaoi's lines were leaked and before she was officially announced. It was right during the harrowing short stories.

Some believe it is Poppy's reworked VO. In a way that makes sense. It is comparable to Tristana's voice with a little more of Poppy's in-game tone to it.

The weird thing is its constant reference to "heroes" or a "hero". Since it was added to the announcer VO it is either for a new game mode, or it is a teaser for something like how Kindred gave random messages before their release. It might not be Poppy at all, but IMO it would make a really decent voice for her.

Since her rework is going to be Sion-level it is safe to assume that her lore will be considerably different, BUT it could also use some of her original lore as a base. Her original lore is already quite decent though so they could expand on it rather than remove it.

What if her job as ambassador of Bandle City was to seek out heroes to fight Noxus? Some sort of pre Noxus vs Demacia ingame event tying to Poppy's rework?

I'm really feeling a reveal (or legitimate teaser) shortly after Illaoi goes live, which I predict will be within the next 2 or so weeks.

Poppy's relaunch, being treated in the same vein as Sion's, is being treated as entirely new champion launch. I don't think Riot want's Poppy to overshadow Illaoi's launch.
