Play safe if he is stronger than you. If you are even level, automatically assume he is stronger.
Watch for jungler ganks. Ganks enable him to snowball. If you play safe dives shouldn't be a problem. If you suspect a dive, have your jungler come to turn it around.
If you want to shut him down, do it DISHONORABLY. Yasuo players are anything but honorable, and a 1v1 is not going to bode well most of the time. Have your team swarm the bastard and curbstomp him.
Avoid playing into his strengths. This includes positioning in an area where he can dash to you and cause havoc. If he's chasing you and you're pushed up, leave the lane. Fon't use your important skillshots if he has windwall up. Be erratic in your escape pathing so that you can make it difficult for him to get Q stacks. If he has his Q, stay the fuck away from your minions. He can do his targeted AoE knockup shit.
Extended trades will spell your doom unless you're someone like Tryndamere. Quick trades do not allow Yasuo to utilize most of his strengths to the fullest. If he chases, make sure you save an ability or two to punish him.
Peel your carries. Yasuo is looking for free kills. Deny him that opportunity. If the enemy has any knockups, have your carries position to avoid them. If you're on the offensive, CC the shit out of him and blow him up. Mnd the wind wall.
Easier said than done, but these are ways to keep the Hasamurai down.
