Did you lie to me?

I read in a Riot article that key fragment drops were based on how many chests you earn per week, therefore meaning I would get 3 key frags per week in order to unlock the chest I earned. Usually I would get my total of chests down to 2-3 depending on the week, but now I'm hovering at 7-8. I play every day (not always with a party mind you), but it has been over 2 (TWO) weeks since I last received a key fragment. This is rather unacceptable if you ask me. It's not like I'm under some restriction, so how is it that my chest quantity is rising to the point where it looks like I'm hoarding, while key fragments are as rare as me carry a game as adc? At this rate, the hextech system is becoming less of a player appreciation reward and more of a frustration point, and potential tilter.
