Who would pay for a item where your entire enemy team can see you're planning to steal their jungle? +20 gold is useless compared to other items in clearing and assist in getting kills and that movement speed is only useful sometimes. It's simply useless. I have seen two

The smite cooldown reduction is huge. Invading the enemy jungle just isn't as big a thing as it used to be. The meta has changed a lot and lanes snowball really fast now, so junglers rarely have time to contest their farm over participating in skirmishes.
It doesn't need removed, it just needs some kind of buff. They should at least increase the gold you get since going in the enemy jungle is high risk.
