Since AD assassins had no dedicated itemization, their kits usually ended up being a bit overloaded, resulting in the "no counterplay" Axes said in his post.

By giving AD assassins an item directly tailored for them, it allows that power to be taken out of their kit, allowing the class to be balanced as a whole, rather on a champ by champ basis, by focusing on the items

Because there aren't enough armor pen items and zed isn't very strong right now. Also there are to many AP/Armor items to counter AD Champions for extremely cheap costs.

They bring in Duskblade to provide more Item-diversity for assassins. As for now, assassin just buy pure AD items, and often the same as ADC's. For example BT, ER, sometimes even IE, just everything that gives a considerable amount of AD with some sweet side effects. They did this with the Juggernaut items too (Deadmens Plate, Steraks Gage) because before you just built AD and Tank items, rather than Tanky AD items

Still don't like it though...

Far as I gathered, its to give assassins a tool to be somewhat relevant while behind do they aren't useless.

This plus it gives riot a new lever to balance assassins from rather than having their items be based on the items of other classes. Dusk allows them to do that. If ad assassins actually buy it they can nerf the champions or the item to compensate. I havent actually said anything non obvious here but this board contains a lot of stupid/intentional stupid to farm upvotes.

I thought my part was more realistic and had more logic though that's why I left out that part. That part is silly. If they ner the item to try and balance assassins, assassins stop using it and go back to all the stuff they use already. I think that o e is just a sound byte

Yeah but it's riot. They are most likely gonna nerf the champions so that you are forced to take this thing even if you dont want to. I dont know whats gonna happen but I hope this route doesnt happen.

The new item is meant to be a pivot that AD Assassins can be balanced around. Right now their itemization is a Hodge-podge of stuff meant for other classes. By giving them a core multiplicative item Riot can use that to easily get a feel for which ones are overloaded and which ones need some more help.

In other words, Zed and Talon will probably be OP for a patch and then eat some nerfs. Kha might finally be worth picking, ect.
