Under no circumstances would such a retardedly boring champion 
have such a high playrate. There are other far more interesting ADC's that get no play time solely because of how broken this champion is. The recent nerfs did nothing.

How is it that because you think a champion is boring, all players must find her boring?
ADCs like Caitlyn play a different game than those like Lucian or Ezreal. Caitlyn's game is entirely positioning. It's much more like a chess match - if she knows what she's doing and positions correctly she has a huge advantage over her enemies. Sure, her kit may be as simple as right clicking, placing traps, and using a net when she's in trouble. That doesn't mean her gameplay can't be interesting though. Believe it or not, there are people who enjoy this game that aren't in to LCS Big plays. They want to play a larger metagame and win with superior strategy rather than superior mechanics. Those players are drawn to champions like Caitlyn. Those players are also drawn towards the ADC role in general. It's no surprise that Caitlyn ends up with a high win rate then. I would argue that Jinx is in a similar position - slightly more mechanical play and slightly less strategically rewarding but along the same direction. She was insanely popular for 2 whole seasons. These players exist, even if you're not one of them.
Imo the main problems are her cancer traps honestly. Its literally a stun + lose 1000 hp instantly + potentially get stun-locked and die wall that she can place anywhere on the map including the entrance to baron/dragon or under your tower. Just a stupid change, it used to be an ok ability...
Then they make a legendary skin for her so it makes her played even MORE and less boring. But still as broken. I couldn't even imagine how much riot made off of the release of pulsefire Caitlyn.
The problem with Caitlyn is that she is capable of creating a wall blocking the entirety of the lanes width with traps that not only disable enemies for a significant duration, but also give her an automatic burst of damage on anyone who hits any of them. Making it one of the best zoning tools in the entire game on a champion that already has so much range that you can't really properly engage on her unless she misplays and overextends.
Remember when her traps did damage?

Lots of people like simple and Caitlyn is very simple. Examples of loved champs that are simple:
Caitlyn was never OP to begin with, her only problem was her traps were too impactful especially in lane, when she should be more centered around her range instead of her traps. But Riot went and nerfed her late game for no fucking reason lol, so of course the people that got shat on by her in lane are still getting shat on, it's not like Riot actually targeted the right thing.
Cait is great because she doesn't die all the time if someone dives her.

She isn't broken. Players are refusing to learn how to beat her and instead just keep whining and whining.
