Penalty for trolls....

They are the absolute, complete and total reason GOOD players lose 90% of their games... You can sometimes spot them in champion select, when they don't communicate a lane and just pick a champion or they call that lane no matter who has pick order. Here are a few suggestions: One, remove the penalty for dodging or simply allow the team to have the option to remove the player. (Kinda like in team builder where the captain can remove a player, but it could be a team vote to make it more fair.) Two, make the banning/punishing these players immediate and severe. (Give them the 20 minute queues), and by immediate, have it instantly remove them from post game chat and inform them that they caused their team to lose, and this is their punishment.
