She feels so oppressive in lane. I can't figure out how to beat her other than dodge chain and W, but she only needs to proc passive once before you need to back. It's also hard to push her in since she has that bounce mechanic that lets her clear minions. Any tips?

Which champions do you pick against her? That is one thing If you get a bad matchup, stay behind, give up your farm and be useful for your team. Any midlane champion can do that. But it is very important to retaliate when she engages on you. Many people in lower elos don't do that
You don't beat her. You ban her.
You can punish her W by snaring her. She might teleport, but she will still be snared and will think twice before doing it again.
Crying until the match ends usually works for me
