You want to lower damage?
You want assassins to stop running people over?
Maybe buff the spell meant to counter that kind of thing.
This spell is such hot fucking garbage that I can't remember having seen anyone run it in the last several years.
Because ignite is better botlane to counter heal
Exhaust doesn't need buffs, read what it does the spell is fine on its own
40% reduced dmg is still good against assassins its just that ignite is currently better because self healing or healing champs are strong/annoying to play against.
Exhaust isn't weak. It's a spell that can single handedly win trades/all-ins. Ignite is more of a win-more summoner to secure kills when you KNOW you can win trades, heal is a lose-less summoner, and flash is flash.
Better idea.
Nerf Ignite.
