Can we lower Flat Hp Seals IP to match Flat Armor's?

These runes are used alot in mid/support and they cost a total of 820 IP each so a full set of them costs 7,390 IP TOTAL I'm not on everyday and it's so hard to get that much IP for full rune sets. I'd like to buy more rune pages but Runes cost more than the pages themselves. Flat armor runes are 102 IP per and to get all 9 of them it only costs 918 IP which is reasonable.
