Why doesn't RFC crit?
Shiv crits but RFC doesn't. What gives? And should their single-target damage be so comparable?

because there needs to be a trade off with shiv and RFC.
Shiv is wave clear and can crit.
RFC's passive of extending your range is simply too good by itself. that alone is enough of a reason for it be picked. its for sieging and poke. that's it. it was never supposed to be a burst zeal item like shiv is. thats what shiv does. if they made it crit youd really have very rarely any reason to pick shiv other than wave clear which would be not often as most adc's itemize for maximum damage or utility.
