Its a 2 minute cooldown, not a problem with healing reduction.

Well...yes you are correct it is not a bug. Its an oversight. Thats why this thread is in "Gameplay" and not "Report a Bug". Volibear having a 2 minute cooldown on his passive in URF mode is an oversight. Its no different then them patching zac and anivias passive to be properly lowered in URF mode. Another oversight is banshees veil, it still has a 40 second cd in URF.

It isn't an oversight if its intentional. Riot has said it is intentional.
