And maxing Scatter the Weak on Syndra over Force of Will is also "better".

Too bad I have like 60% winrate over 1000 games maxing Force of Will.

Maybe they want the extra damage on Q and don't feel comfortable capitalizing on E's damage increase (both parts of it--the scaling and the pass-through bonus). Q max first is the safer option, so I'm not surprised it's the most popular one.
