Can you win against Fiora?

Is it even possible to beat her? She literally took turret to half health JUST BY HERSELF in one push with 1 kill. Got tiamat then became an unstoppable killing machine. I could not trade with her, farm, or get ganks. The tiamat alone was more than enough for her to keep a full health bar at all times in lane. The game was essentially over at that point. She then went on to 1v3 under our turret and walk away with 3/4 of her health (which she filled back up with 3 auto attacks) There was no counter play or anything our team could do. All she would do is split push and force us to fight her or she would walk into lane and kill everyone. Either fight her so she cant pick us all off or let her team do it for her. I was playing vladimir in hopes that i could try and keep my health up and use pool to stay out of fighting her but even under turret i would die. NOT ONLY THAT SHE CAN PARRY VLAD ULT! HOW IS THAT BALANCED!? I heard she was nerfed but i did not see any of that. Why is she even allowed to build tanky and still do a million and two damage?
