Garen's rework is so ridiculous.

Which, says something. Skarner is getting hotfixed, stated by several Rioters.
But that's not what we're trying to talk about, we're talking about Garen.
Garen is a tanky, damage dealing tank, that can deal true damage, instantly killing a damage dealer, and being unkillable in the process. What was Riot thinking? Garen should not be a damage dealer, and should be a tank. Killing a villian is not justice, but in fact, just revenge. That's what it is.
Justice means peace for people - killing a villian randomly is not justice. Garen is a mass murder machine, that's what. Garen is so powerful, that I feel that Garen outscales a Nasus, to be honest with you. He has a strong early game, a strong mid game, and an insane late game. He's powerful all around, with a TRUE DAMAGE ULTIMATE, and is just, insane.
Garen's ultimate should reflect his kit. Garen should be known as a tanky fighter, who creates peace for others. What does this mean? Why not, if Garen kills an enemy target with Demacian Justice, any allies nearby are healed for 20%/25%/35% of Garen's max HP. This is what justice is. Not, Garen finds a villian with the most recent kills, and deals true damage! What the hell is that? Did Riot smoke some weed, shit it out, and say, Garen has some guys talking in his head to kill Villians!
Might as well name Demacian Justice to Mass Murder, because that's what it really fits. You can still keep the Villian idea, but, Riot, it doesn't make any sense on why he does true damage. Garen shouldn't even have true damage, it doesn't work with him, and creates this overly overpowered state of where he is a damage dealer and can instantly kill an ADC, even when they are at 1000 health. (I have taken 1000 damage before from a Garen ultimate.)
It's dumb, it makes no sense, and it should be ridden of. Garen is a team helper, in his lore, he is a general. Not a damn warrior that finds villians, slices through them, and instantly demolishes them.
