Ok, stop the spite bans

ok, I'm getting a little sick of this new system, where people (ya I'm a bronze V lifer so sue me) will ban someone else's pick, either out of failure to pay attention, or just out of spite. teammates need to be prevented from banning someone's current choice of pick.

To top it off the people that make these spite bans, they can't be reported because you can't report people till after the game. so they get away with forcing a dodge by creating a pre-game toxic envirorment.
