Looking For Help Learning Powerspikes

Do any of you guys know of a resource I can use to learn the powerspikes of all the champions in lane?

And also: is there any way to know whose powerspike is bigger? For example, let's say a vlad and an irelia hit 9 at the same time. This is arguably the largest powerspike for both of them midgame. How do I know who would win an all-in? After almost three years of playing this game, I'm getting better at judging this sort of thing, but a lot of the time it feels like guesswork. How do the pros know exactly who has the advantage in lane at all times?

Is it purely first hand experience?

It would depend on different things. For example the Vlad/Irelia one would depend on what items they have. If Irelia has her TF she most likely will be able to burst him down before he can sustain through. If not he probably can win it. Power spikes are not always levels but also items although some champions (Rengar level 2, Tyrnda level 1) usually wins the fight 100% of the time.
